Jack Malone and Danny Taylor head to Mexico when a woman reports that her son-in-law, James Costin, has been kidnapped and her daughter Lucy is there alone trying to pay the ransom and refusing to contact the police. James was taken by masked men just as the two of them were leaving a restaurant and she's not too keen on the FBI's presence as the kidnappers have said they would kill James if she contacted the police. The Mexican police for their part are understandably unhappy with a foreign government sticking their nose into their business. There are several possible threads to investigate and while Jack and Danny accompany Alex to make the payoff, the agents in New York City start checking into everyone's background.
